Text to Speech Functionality

Actually, this kind of functionality is very common these days, and indeed it also has been used widely.  It can be used for security purposes, or for easy navigation, etc.

Like for example, the well-known Siri from Apple (exclusive for iPhone
users only), which allows you to use your voice to send messages,
schedule meetings, place phone calls, and more. You may also ask it to
do some things by just talking the way you talk to other people.

Another version of siri, introducing Skyvi (Siri for Android), like siri it can text and call friends, find places, make witty remarks and even tell jokes. Though it’s not perfect, but then it   can give you somehow same effect like siri.

Desktop Computers also have this functionality on them, and below are some of the examples of it.

Windows Speech Recognition (Microsoft)
- this functionality allows you to control your computer by voice.

Instructions:

Applicable to Windows 7 and 8
Step 1: Click start or just hit the window icon in the keyboard
Step 2: Type "speech" in the search box
Step 3: A popup will then appear and just follow the steps on it, and then you're good to go after that.

Note:
Microsoft XP uses MS Sam while Windows 7 uses MS Anna

Mac OS has the kind of tool as well, for more details you could visit the link below, I apologize for that, I'm not a Mac User :)

Literally, if you want to convert text into speech, there are lots of tools out there offering this kind of
functionality, and for me, I chose NaturalReader
NaturalReader is a text-to-speech software with natural sounding voices. This easy-to-use software can read to you any text such as Microsoft Word files, webpages, PDF files, and E-mails. NaturalReader can also convert any written text into audio files such as MP3 or WAV.
NaturalReader has many other functions, such as audio editor and OCR. With audio editor, you can be your own sound editor by recording, merging and editing audio files. OCR function works with your scanner to convert printed characters into digital text and it is up to 99% accurate. This allows you to listen to your printed file or edit it in a word-processing program.
